Rise in Domestic Violence Cases Within German Homes

In recent years, Germany has witnessed a concerning increase in domestic violence cases. According to statistics from 2024, a record-high number of 265,942 people were officially affected by domestic violence, representing an approximately 3.7% increase compared to the previous year [1].

Women predominantly make up the victims of domestic violence, with 70.5% of the victims being female in 2023 [2]. This trend is troubling, as women with disabilities experience physical violence almost twice as often as non-disabled women [3].

The German Social Association (SoVD) has expressed concern about the rise in domestic violence cases, and the Left has called for reforms in child and access rights [4]. The Greens have emphasised that violence against women is "patriarchal violence," calling for more prevention and perpetrator work, swift proceedings, and mandatory training for police and justice [5].

Several key contributing factors have been identified for this increase. Societal and economic stressors, such as immigration, integration challenges, and economic pressures, can exacerbate domestic conflicts [6]. Improved awareness campaigns and better reporting mechanisms have led to more victims coming forward [2].

Persistent gender inequality and vulnerability of certain groups, including women and transgender individuals, contribute to higher domestic violence risks [3][4]. Mental health issues following violence, as well as stress factors related to isolation or intergenerational trauma, play a role [5].

Challenges remain in promptly and effectively protecting victims and prosecuting offenders. This includes dealing with offenders' recidivism and improving coordination between social services and police [2].

In response to these challenges, the Federal Minister of Justice, Stefanie Hubig, plans to introduce an electronic ankle monitor for violent partners, similar to the Spanish model [7]. The aim is to better protect victims by monitoring the perpetrator's movements.

In February, a law for better protection of victims was approved by the Bundesrat, which will oblige the states to create sufficient protection and counseling services with a total of 2.6 billion euros from the federal government between 2027 and 2036. The right to free protection and counseling will come into effect on January 1, 2032 [8].

As the government continues to address these complex issues, it is crucial to ensure that policies and resources are in place to effectively protect victims and address the root causes of domestic violence.
