Manx Care Overspends, Misses Targets Despite Extra Funding
Manx Care, the health authority on the Isle of Man, has reported a significant overspend and missed performance targets, despite receiving additional funding and achieving cost improvements. The organisation, created in 2021, has now overspent in every financial year.
Manx Care's 2024-25 budget was exceeded by £15.6 million, with the deficit driven by pay inflation, rising drug costs, and increased demand for off-island care. Despite receiving an additional £43.8m in last year's budget, the overspend represents 4.5% of its operational budget.
The organisation missed performance targets in crucial areas, including emergency department wait times, diagnostic test wait times, and cancer pathway diagnosis times. Staff wellbeing has also been a challenge, with over half of colleagues reporting exhaustion or burnout and a 38% increase in complaints. Access to NHS dentistry remains a concern, with a 20% increase in the waiting list. Waiting lists have grown across the board, with increases in patients awaiting first consultant outpatient appointments, day case procedures, and inpatient procedures.
While Manx Care achieved £11.7m in cost improvements, it conceded £7m in potential savings that were deemed unachievable without risks to patient services.
Manx Care's financial and performance challenges highlight the pressures faced by healthcare providers. The organisation will need to address these issues to ensure sustainable services and meet patient needs. The Isle of Man government will likely review the situation to determine how to support Manx Care and improve healthcare outcomes.
