Governor Ivey gears up to implement Rural Health Revamping Initiative
Governor Kay Ivey Announces Preparations for Rural Health Transformation Program
Governor Kay Ivey of Alabama has announced her plans to prepare for the administration of the Rural Health Transformation Program, a significant initiative aimed at improving healthcare access, quality, and outcomes in rural communities across the United States. The program is part of the One Big Beautiful Bill Act, which was passed by Congress and supported by President Trump.
The state team in Alabama consists of Governor Ivey, the State Health Planning and Development Agency (SHPDA), the Department of Finance, and the Alabama Medicaid Agency. Governor Ivey has also developed a working committee to help with the development of the application for the Rural Health Transformation Program grant opportunity. The specific individuals assigned to this committee have not been publicly disclosed.
To ensure a comprehensive approach, Governor Ivey has been seeking input from providers, stakeholders, and interest groups on how to administer the Program in Alabama. Following official guidance from the Centers for Medicare & Medicaid Services (CMS), she has appointed individuals to a working group to advise the state team.
The Advisory Workgroup, while not fully named in the announcement, includes various individuals, such as Joseph Marchant (CEO, Bibb Medical Center), Lother (Jim) Peace (President and CEO, Russell Medical Center), and Emily Marsal, SHPDA's Executive Director, who has expressed enthusiasm for collaborating with the Governor's Office, state partners, and the Advisory Workgroup to bring about transformative changes in rural healthcare services.
The Advisory Workgroup will meet regularly to provide input for the state's application for the Rural Health Transformation Program grant opportunity. Alabama, as a very rural state, has the opportunity to make meaningful improvements in its rural healthcare systems, according to Governor Ivey. Her leadership has been crucial in this process, and she has facilitated the involvement of healthcare partners with valuable insights for the CMS funding opportunity.
The deadline for all states to submit applications for the Rural Health Transformation Program is November 5, 2025. Governor Ivey's efforts demonstrate a commitment to improving rural healthcare in Alabama and align with the goals of the One Big Beautiful Bill Act.
