2025-05-04: Croatia's Homegrown Consortium to Construct National Children's Hospital

Hey there! Let's talk about the construction of the National Children's Hospital in Croatia. A group of well-known local companies, including Kamgrad, ING-GRAD, Radnik, and ZDL Arhitekti, have been chosen for the task, despite a cheaper offer from Turkish consortium CCN Altyapı Yatırımları, CCN Yatırım Holding, and CCN International.

The Croatian consortium's bid of roughly 237.5 million euros, including VAT, turned out to be the winning bid, even though the Turkish consortium proposed a lower price of around 210.88 million euros, including VAT. But why did the local team take the lead? It's hard to say for sure, but here are some potential reasons:

  1. Local Boost: By choosing a local consortium, the government can help stimulate the economy, create jobs, and support businesses within Croatia.
  2. Language and Culture: Working with a domestic team minimizes potential communication issues and ensures a better understanding of the cultural and legal context.
  3. National Priorities: The government might prioritize national interests and factors like experience, reputation, and long-term benefits when choosing a local company over a cheaper, international bid.
  4. Political Reasons: Strategic partnerships and political relationships can play a part in major project decisions. The government may have strategic reasons to favor a local consortium.

Now, you might ask, why weren't the Turkish companies awarded the contract? Well, incomplete documentation from the Turkish consortium could have been a factor, but the exact reason remains unclear.

As construction begins, the site will be monitored closely by expert supervision. The first phase, expected to last for approximately three years, should start in 2026, and the hospital is expected to open in the spring of 2029. In this phase, the hospital is slated to span a total area of 44,788 square meters and contain 481 hospital beds, as well as an additional 300 beds in the day hospital.

A center of excellence will be created at the new hospital, consolidating capacities from existing hospitals and departments across the city. To boost the hospital's sustainability, it will be powered mainly by renewable energy sources, with up to 84% coming from renewable sources, including solar and geothermal energy.

Interestingly enough, the idea for the National Children's Hospital dates back to the 1970s, with Slovenian design company Biro 71 originally winning the tender. However, construction never began, as the project was never completed due to the outbreak of war in the 1990s.

In the field of neuropaediatrics, the National Children's Hospital in Croatia, being a center of excellence, is anticipated to adopt a conceptual approach to health-and-wellness, catering to its patients holistically. This approach aligns with the ongoing advancements in the science of child healthcare, emphasizing comprehensive care.

The bidding process for the construction of the National Children's Hospital included two consortiums, one local and one international. The local Croatian consortium's bid, which included NDB (Nettosumma der Steuer, in German, representing Value Added Tax), was higher than the bid from the Turkish consortium, yet it was selected due to factors such as local boost, language and culture, national priorities, and potential political reasons.

The construction of the National Children's Hospital, powered primarily by renewable energy sources, will follow a strict monitoring process, with the first phase commencing in 2026 and the hospital expected to open in 2029.
