Bremen authorizes initial cannabis farmers' cooperative - Hanse High e.V. poised to distribute first marijuana products to members by springtime

In the heart of Germany, Bremen city-state has taken a significant step forward in the cannabis industry. Hanse High e.V., a local association, has been granted permission to operate a cannabis cultivation association, making it the first of its kind in Bremen.

The approval comes with stringent regulations to ensure the protection of youth, health, and adherence to the law. Membership for Hanse High e.V. requires individuals to be at least 21 years old, reside in Germany, and undergo a personal interview with the board.

Operating a cannabis cultivation association in Bremen is subject to federal narcotics law, with the city-state responsible for implementing and supervising these regulations. The association must obtain proper licensure from local authorities, comply with rigorous inspection regimes, and adhere to rules governing production, handling, and security to prevent unauthorized diversion of the product.

The association must also appoint a prevention officer who has undergone training by recognised institutions, and present a security concept outlining how the cultivated cannabis will be protected from unauthorised access. After the permit is issued, regular on-site inspections and sample taking will be carried out, with reporting obligations used to monitor the association's compliance with documentation requirements.

Hanse High e.V. is expected to distribute its first cannabis products to members by spring. The permit for their operation is valid for a period of seven years. As of now, the association has 50 members, with plans to accept only 100 more. Two additional applications, including one from Bremerhaven, are currently being processed.

For those interested in applying for a permit, officially registered associations and cooperatives can submit applications to the Senator for Health, Women, and Consumer Protection in Bremen from July 1, 2024.
